Who we are

The Peninsulas Early Childhood Coalition (PECC) is a network of trusted partners across Clallam, Jefferson, and Kitsap Counties working together to enhance the well-being of children, families, and communities.

Our coalition includes early learning providers, social service agencies, early intervention services, child welfare organizations, libraries, juvenile courts, school districts, public health agencies, higher education institutions, families, and many others.

PECC is more than a network—it’s a space for connection, shared learning, and collaboration. We invite you to join our monthly meetings, contribute your voice, and stay connected through our newsletter.

Our WCFC Network

Connecting local communities to a statewide system of support

PECC is part of the Washington Communities for Children (WCFC) network, a statewide effort working to strengthen systems and improve outcomes for children, families, and communities across Washington. Through this network, we align local work with broader priorities while staying grounded in the needs and strengths of our region.

PECC represents Clallam, Jefferson, and Kitsap counties within the WCFC network.

Leadership is shared across regions to ensure balanced representation and strong connection to local communities. Regional leads support coordination, communication, and partnership across the coalition:

Our coalition is further supported by a team of specialists focused on policy and advocacy, equity, data, and community engagement.

Community engagement efforts are centered around Child Care Voice, Health Provider Voice, and Family Voice & Resource Access.

We encourage members to reach out to regional leads to share ideas, opportunities, and ways to get involved.

  • PECC PESTLE Analysis

    PESTLE is a strategic analysis tool that helps organizations scan and interpret the external environment across six domains:
    Political – policy, legislation, public leadership, and power
    Economic – funding, inflation, labor markets, philanthropy
    Social – culture, demographics, identity, and community norms
    Technological – digital tools, infrastructure, data, and platforms
    Legal – laws, regulations, compliance, and rights
    Environmental – climate, geography, infrastructure, and ecology

  • PECC Early Childhood Development Health Systems Report

    An assessment of strengths, opportunities, and system coordination within the Olympic Peninsula’s prenatal-to-three health system.

    PECC enthusiastically took on this project to learn more about and  support the region’s dynamic and evolving health system for a variety of reasons, including the opportunity to:

    • Share local voice with other areas, highlight great work, 
      and inspire others
    • Connect organizations not yet linked, boosting collaboration 
      in the region
    • Uncover opportunities to grow or improve regional health and 
      early childhood systems
    • Build alignment on next steps and identify new funding needs to pursue
  • Peninsulas Regional Early Learning & Child Care Plan

    There is an urgent need to improve equitable access to affordable, high-quality early learning and child care (EL&CC) programs across the Kitsap and Olympic Peninsulas. A diverse group of stakeholders worked together to develop a regional EL&CC plan aimed at achieving this goal. The plan considers the varied needs of all families, with a special focus on priority populations, including rural families, BIPOC families, and families with children who have disabilities.

    The plan outlines four strategic priorities, each with actionable next steps. While there is general momentum behind the plan, full consensus has not yet been reached. Due to the region’s diverse geography, populations, and needs, a flexible approach is essential, since no single solution applies to all. However, many of the foundational needs and next steps identified are relevant to multiple communities, ensuring broad applicability and support.
